LOK SABHA RESEARCH AND INFORMATION DIVISION- RESEARCH ASSOCIATE PROGRAMME (LSRID-RAP)


The Research and Information Division, Lok Sabha Secretariat has initiated a Research Associate Programme (LSRID-RIP).  The Research and Information Division is looking for bright students who join as Research Associates to work on the various programmes.

Research and Information Division of the Lok Sabha Secretariat provides Reports on major policy issues, briefings and consultations, seminars and workshops, tailored memoranda in form of Reference Material, Concept Notes, Background Papers, Research Papers, Legislative Notes, Talking Points, etc. for the National and International Conferences, Parliamentary Committee meetings, discussion on Legislative Bills, concept papers, etc. It also brings out regular/periodical publications.

The services of Research Associates with expertise in their area of study, well versed with the advanced technologies will be used for quality enhancement and acceleration of various ongoing programs and research.  The inducted Research Associates will be expected to enrich Research and Information Division with the help of latest technology by creating a strong data base of all academic papers related to Legislations and Development, provide high quality research, preparing analysis briefs of different legislations, track important developments in important sectors, prepare notes for use by Members of Parliament, other dignitaries, etc. and write thematic briefs on important policy issues.  The duration of LSRID-RIP will be of 2 years, subject to performance review after one year which can be, if needed, extended by the approval of Competent Authority.

Applications are invited for the Research Associate Programme viz., Lok Sabha Research and Information Division- Research Associate Programme (LSRID-RAP) from Indian citizens not more than 32 years of age and possessing minimum of Post Graduation Degree in any discipline such as Liberal Sciences/Social Sciences, Law, Finance, Management, M.Tech, M.Pharm. or equivalent from recognized Institutes in India or Abroad as on 31.12.2021. Candidates are advised to go through the General Guidelines of LSRID-RAP before submitting their online application. The last day of application is 09.01.2022.

Logistics & Support –

Research Associate shall be provided working space, desktop computer, Internet facility, access to Parliament Library for consultation of books/reports/debates and other publications available therein and also be provided with photocopying facility free of cost only in respect of documents specifically relating to the areas of study.

Procedure and Conditions for Applicants –

Mode of Selection –

Applications received will be scrutinized by an Internal Committee constituted by the Competent Authority for the purpose.  A total of thirty Research Associates may be selected at a time preferably 3-4 from each discipline of post graduation. The number of selected candidates may be relaxed by the competent authority based on the need assessment.

Terms and Conditions – 

The applicant selected for LSRID-RAP PROGRAM shall have to sign the Terms and Conditions document and abide by the same.

The major points, which will be covered in it, will be as follows:

  • The Research Associate shall not work in any organization during the period of the PROGRAM.
  • In case the Research Associate is applying for any job during the period of the PROGRAM, she/he shall take prior permission from the Lok Sabha Secretariat.
  • The Research Associate will observe office discipline, punctuality and follow regular office timing during the period of PROGRAM
  • The place of posting will be Delhi.
  • Leave of 12 days shall be allowed in a year on pro-rata basis.
  • An Annual Performance Appraisal of the Research Associates would be undertaken through an Annual Performance Report (APR)
  • The Lok Sabha Secretariat will not provide any accommodation/transport facilities to the Research Associate. The Research Associate may have to make her/his own arrangements   for   accommodation/transport during the term of the PROGRAM.
  • The Secretariat shall have all the right to cancel the PROGRAM awarded to any Research Associate, without assigning any reason, during the PROGRAM at any point of time.
  • The decision of the Hon’ble Speaker, Lok Sabha shall be final in all matters concerning the PROGRAM.
  • The Research Associate shall not claim any employment in Lok Sabha Secretariat after completion of the Program.

ELIGIBILITY CRITERIA AND ESSENTIAL QUALIFICATION

1. Essential Qualifications

    • Candidates must possess a minimum of a Master’s degree in a relevant discipline. Students of Law, Liberal Sciences/Social Sciences, M.Tech, M.Pharm, LLM or equivalent may apply.
    • 60% Marks in Bachelor’s and 60% in Masters
    • UGC-NET/JRF/SRF Qualified Candidates
    • GATE/CLAT(PG)/CAT/GMAT/GRE-Test Scores**
    • Relevant Test Scores. The test score should be valid on the deadlines of the submission of the application form. Test scores of last two years will only be considered.
    • Computer Software Proficiency (Microsoft Office Package- Intermediate to Advance level), Google Suite or other relevant areas

2. Desirable Qualifications

    • Preference will be given to candidates publishing Research Works in reputed Journals (Category A, B) – Rated by International Journals Credit Rating Agencies:(i) SCOPUS (ii) ABDC (iii) ABS (iv) Thomson
    • Research paper published in the areas of Social Sciences, Law and Management are preferred. [Pure Science research area will not be considered]
    • Candidate from Top 20 Universities/Institutes as pet the NIRF ranking 2020 and 2021 (National Institutional Ranking Framework by Ministry of Education, Govt. of India) in the respective fields will be given preference.
    • Proficiency in Data Visualization and Data Analysis Software like Prowess-IQ, Power BI, Python, Tableau etc. (Certificates if Available)

3. Age Criteria

    • Not more than 32 years as on 31st December, 2021

4. Work-Experience

    • Minimum one year of professional experience preferably as Research Associate. Experience of working with Legislative Bodies, Government Agencies & related agencies will be given extra weightage

5. Remuneration- Terms and Conditions

    • Rs 55000 per month

6. Tenure

    • Period of 2 years but performance will be reviewed after one year and then can be extended further, based on performance

7. Roles and Responsibilities

    • Data Collection and Data Analysis: Strong Analytical Skills with ability to extract insights from quantitative and qualitative data.
    • Associate is required to contribute to the management of assigned projects, write summaries of events, assist in administrative work, edit documents and web content, and perform other duties as assigned.
    • Develop research papers/ technical notes
    • Additional responsibilities and duties may be assigned to the Research Associate
    • Candidates should be highly motivated to learn on the job, work under stressful and time-sensitive deadlines, should have a flair for teamwork, have felicity in both written and spoken English. Display commitment and passion for research

8. How to Apply?

However, the Supervisor at work could write a reference, if the candidate has been away from the University for a long period

Grade sheet/Mark Sheet/Test Score (Class 10,12, Bachelors, Masters/ UGC-NET/ JRF/ SRF/ GATE/ CLAT(PG)/CAT/GMAT/GRENecessary documents to substantiate Eligibility details as referred in Application form, including DOB Proof, PG & Graduation Qualification, Final Mark Sheet of PG (Mentioning %age or CGPA) and Experience Certificate(s)

** The details of the test scores which will be considered as essential qualification is as below:

    • CAT Score: Greater than 75 percentile in each section and greater than or equal to 85 percentile overall.
    • GATE Score: Greater than or equal to 85 percentile.
    • GMAT Score: Greater than 60 percentile in each section and greater than or equal to 60 percentile overall.
    • GRE Score: 75 percentile or Per Cent in each section and greater than or equal to 75 percentile overall.
